Adjunto a continuació la meva nota de premsa en la que valoro el resultat de la reunió que durant deu dies ens ha reunit un bon nombre de delegacions a Paris. Com sempre en aquests casos el resultat és plagat d'algunes llums i moltes ombres:

ICCAT/Paris: Res nou a d'ICCAT. Pocs canvis, i insignificants, per a la protecció de la Tonyina Vermella

La maratoniana reunió anual d'ICCAT (Comissió Internacional per a la Conservació de la Tinyina de l’Atlàntic) acaba de finalitzar després d’intenses, i massa sovint clandestines, negociacions. L’Eurodiputat d’ICV i Vicepresident de Verds/ALE, Raül Romeva i Rueda ha valorat el resultat final:

"Hi ha algunes bones notícies aquest any, per fi, pel què fa als taurons. El mako Shortfin, el whitetip i hammerhead oceànics gaudiran d’una major protecció a partir de 2011, ja que els vaixells pesquers no es podran quedar amb les captures o vendre-les (amb l’única excepció del consum local de hammerheads o Taurons Martell). Malauradament, ICCAT no ha estat tan responsable com caldria esperar per a d’altres espècies de taurons també en dificultats com el Thresher o el porbeagle.

"Hi ha hagut també una reducció insignificant del TAC (Total Allowable Catch) per a tonyina tonyina vermella, de 13,500 tones fins a 12,900, cosa que suposa una mesura merament cosmética per una espècia que reclama mesures molt més agosarades. Afortunadament, i malgrat l’enorme pressió política exercida per França, aquest país ha fracassat a l’hora de veure recalculat i prorrogat el pagament del seu deute (payback) degut a la sobrepesca que va protagonitzar el 2007.

"Pel què fa a d’altres espècies que sovint reben menys atenció però que són igualment importants, hi ha hagut poques millores. No hi ha cap mesura nova per controlar la pesquera d'emperadors (swordfish) a la Mediterrània ja que els Estats Membre del sud no han autoritzat la Comissió Europea a presentar una proposta en aquest sentit. La tonyina bigeye (patudo) en el Golf de Guinea també es troba força maltractada però de moment no entra en la categoría d’espècies que la ICCAT considera que cal protegir millor.

"Conclou així una reunió de deu dies, que ha mobilitzat més de 500 persones, significava, a parer meu, una magnífica oportunitat per posar de manifest problemes greus i adoptar les mesures necessàries. Han estat discussions de gran profunditat relatives a com millorar la gestió d’unes quantes pesqueres molt importants. No obstant, lamento un any més que enlloc de negociar amb les cartes sobre la taula, la norma ha estat novament la negociació a porta tancada entre algunes delegacions més sensibles a les pressions dels interessos econòmics d’alguns dels seus sectors que no pas amb una clara i ferma voluntat de preservar els estocs".

Nothing new from ICCAT. Insignificant changes for bluefin tuna

The annual marathon meeting of ICCAT (International Commission for the Conservation of Atlantic Tunas) ended today after intense, clandestine negotiations. Green MEP Raül Romeva y Rueda attended the meeting and commented after it ended:

“There was some good news this year at last for sharks. Shortfin mako, oceanic whitetip and hammerhead sharks will receive protection from 2011, since vessels will not be allowed to keep or sell any of these species (except for local consumption of hammerheads). This hard-fought-for measure should help these severely depleted species. Unfortunately, ICCAT did not think that other species in difficulty – thresher and porbeagle – merited similar protection.

“There was an insignificant reduction of the total allowable catch for bluefin tuna, from 13,500 tonnes to 12,900 tonnes, but given that this species is so critically depleted the change is purely cosmetic. Fortunately, despite intense lobbying, France failed to get support to reduce the payback it must make for its massive overfishing in 2007.

“For other species that receive less attention, there was little improvement. There are no new measures to control the swordfish fishery in the Mediterranean since the southern Member States would not allow the European Commission to table its proposal. The bigeye tuna in the Gulf of Guinea is in poor shape but here as well, ICCAT could not find the courage to adopt stricter conservation measures.

“The ten-day meeting, involving 500 people, afforded a golden opportunity to have serious, in-depth discussions on improving management for several very important fisheries. Instead, all serious negotiating took place in the corridors rather than on the floor of the meeting. ICCAT still refuses to recognise the need for transparency and open participation in its deliberations.
